Dollar down as stimulus, bank bailout plan delayed

NEW YORK (MarketWatch) -- The U.S. dollar declined Monday as hopes of details of the Treasury's plan to deal with banks' bad debt were put on hold for a day and the Senate delayed a vote on the economic stimulus bill.
