Biography of the Deputy and Philanthropist Andrei SkochAndrei Vladimirovich Skoch is a Russian deputy and a philanthropist. His field of activity includes both the draft laws’ development for Russian citizens and work on charitable projects in Belgorod region and beyond.

Childhood and Adolescence

Andrei Skoch was born near Moscow in 1966.  He served in the reconnaissance and amphibious company, and upon returning home from the army, he became a student of the psychology faculty of the Moscow State University (MGOPU). In addition, a year after his election to the post of deputy of the State Duma of the Russian Federation, he completed postgraduate studies and got the degree of candidate of sciences.

The Development Of Own Business And Work In The Interfin Company

Andrei Vladimirovich Skoch has been doing business for a long time. His first business was a bakery cooperative, which he opened in collaboration with his friends. In the early 90s, Andrei Skoch and his business partner Lev Kvetnoi started assembling and selling computers. Then they began to sell petroleum products through their own petrol stations, but by 1992 their business was running out of oil. So, three years later, the partners invested their earnings in the Interfin company, which specialized in securities transactions, and towards the end of the decade began to support and invest in metallurgy. So, Interfin got the OEP’ (Oskol electrometallurgical plant) shares, and later - a share in the  Lebedinsky MPP (Mining and processing plant). Here Skoch Andrei Vladimirovich held the position of deputy director as a representative of the parent company. 

However, business has ceased to fascinate Andrei Vladimirovich Skoch as before. At the end of the nineties, he was out of the business and handed over the management of his enterprises to his father, and he engaged in political activity.

Andrei Skoch: The Political Career’s Beginning

In 1999, Andrei Vladimirovich Skoch was elected a deputy of the Russian State Duma of the III convocation — he received the support of 54% of voters.

Andrei Skoch has been defending the Belgorod Region’s interests in the State Duma of the Russian Federation for more than 20 years. During this period, he managed to co-author more than 160 drafts, including:

  • the amendments to article 69 of the Federal Law "On Education in the Russian Federation", which established the level of higher education required for citizens of the country to obtain the following;

  • the amendments to articles 56 and 56-1 of the Federal Law "On the contract system in the field of procurement of goods, works, services for state and municipal needs" on the purchase of services for the organization of recreation and health improvement of children;

  • the amendments to the Federal Law "On the conduct of gardening and vegetable gardens by citizens for their own needs and on the amendments to certain Legislative Acts of the Russian Federation".

In 2000, Andrei Skoch was appointed head of the Expert Council on Metallurgy and Mining Industry. In 2012, he became one of the members of the Russian State Duma Committee on CIS affairs and relations with countrymen.

A.V. Skoch has been engaged in charity work since the 1990s. With the help of the Pokolenie (Generation) Foundation founded by him in 1996, the politician develops social initiatives in Belgorod and the region.

The Pokolenie (Generation) Foundation - A.V.SKOCH’S Humanitarian Organization

At first, the foundation established by Andrei Vladimirovich Skoch was called the Healthy Generation (Zdorovoye Pokolenie) and mainly specialized in helping sick children. Over time, it received a new name - the Pokolenie (Generation) Foundation- and began to help people of all ages, as well as develop and support various social projects. In particular, Andrei Skoch's organization invests in the purchase of the medicines,the prostheses and other devices for the medical institutions of  Belgorod region. Money from the fund's budget is also directed to the rehabilitation of the patients.

Also, with Andrei Skoch Foundation’s assistance, several medical institutions were opened:

1) the ophthalmology center in Stary Oskol in 2001;

2) the medical center Pokolenie in Belgorod in 2010;

3) the neuro-orthopedic center Pokolenie in Belgorod in 2017.

Since its opening, more than 176,000 patients have been diagnosed at the ophthalmology center, including 1,129 children who received free medical care. In the Pokolenie (Generation) medical center you can pass a full range of the examinations, and its department of radiation diagnostics allows you to conduct examinations of children from the moment of their birth. The neuro-orthopedic center performs complex surgical operations, including on all parts of the spine. The employees of the institution use the latest equipment in their work.

The Knowledge Foundation

Andrei Skoch and his Pokolenie Foundation created the educational project "Knowledge Foundation" in 2019. It is an online platform on which diverse courses are collected, such as "My finances" and "How to be happy at any age". The educational programs are available only for the Belgorod region’s residents. Classes are held free of charge, they can be viewed online or recorded at any convenient time. More than 2000 people have already used the services of the Knowledge Foundation.

Debut Award

From 2000 to 2016, Andrei Skoch's Pokolenie (Generation) Foundation held the annual independent literary award "Debut". Her applicants were beginning Russian-speaking authors. The main prize was awarded to the winners in five to seven nominations. In recent years , the list of nominations included:

  • the "Dramaturgy";

  • the "Major prose";

  • the "Minor prose";

  • the "Poetry";

  • the "Fantastic";

  • the "Essay"


Over the entire period of the award's existence, the organizers have considered over 350 thousand applications. Debut’s laureates were awarded a symbolic prize - a Bird statuette. In addition, Andrei Skoch’s Foundation concluded an agreement with the winners, which provided for a fee of 1 million rubles and the publication of their works abroad.

The Students’ Supporting

In the early 2000s, through the Pokolenie (Generation) Foundation, Andrei Vladimirovich Skoch found a way to encourage the talented students to study diligently and achieve great goals. The deputy established the scholarship "The best student of the year". Over two decades, almost 3,000 students have become its participants, whose remuneration totaled about 90 million rubles. In 2020, more than 400 people applied for the scholarship. The scholars were chosen by SMS voting. So, according to its results, 30 people shared prizes in 15 nominations. The scholarship for first place was 15 thousand rubles and the scholarship for second place was 10 thousand rubles.

Andrei Skoch's Pokolenie Foundation also regularly organizes the New Generation Camp. Within its framework, classes are held on business communication tactics, ways of building business relationships, forms of management, principles of creating your own style, dancing, acting and many other disciplines. The camp was held 25 times.

The Competition For The Parents With Many Children

In the period from 2011 to 2016, Andrei Vladimirovich Skoch’s Pokolenie humanitarian foundation had organized the Parental Record competition for families with three or more children. The participants were selected according to two criteria: they had to be citizens of the Russian Federation, as well as responsibly fulfill their parental duty. Over these six years, 22 winners in total were paid over 72 million rubles.

Andrei Skoch’s Medals And The Titles 

A.V. Skoch was awarded the honorary awards for his work in the political and charitable spheres. So, he has received the various orders, as well as several medals, in particular, the Ministry of Defense of Russia and the Ministry of Internal Affairs of the Russian Federation. Andrei Vladimirovich Skoch is also an honorary citizen of the Krasnogvardeysky district of Belgorod region and has the title of "Honorary Metallurgist".

A.V. Skoch’s activity was also noted by the commendations of the President of Russia, the Chairman of the State Duma of the Russian Federation and the Chairman of the Government.

Leisure And The Family

Andrei Vladimirovich Skoch spends his free time reading books. The deputy is not married, but is bringing up 10 children.
