In Luxembourg, anyone practising as an accountant needs a business permit (autorisation d'établissement) issued by the Ministry of the Economy, granted on conditions of professional qualification and standing and conditional on a fixed place of business in the country. Accounting professionals who are not members of the Ordre des Experts-Comptables fall under the AML/CFT supervision of the AED pursuant to the amended law of 12 November 2004, which brings customer due diligence obligations with it.

A business permit as an accountant is not membership of the Ordre des Experts-Comptables and not approval as a statutory auditor, and the accounting profession operates within limits set by the legislation governing the expert-comptable profession. Work reserved to a chartered accountant (expert-comptable) or an approved statutory auditor (réviseur d'entreprises agréé), and activities falling under the domiciliation law of 31 May 1999, are referred to professionals holding the relevant authorisation, with the client keeping the same point of contact throughout.
