FREMONT, CA - Does a house without a basement have less water damage risk? Marco Herrera says no. It has less warning.

Herrera has owned One Call Services in Fremont since 2012. He spends a lot of time explaining why the advice homeowners find online does not fit the houses here.

Fremont is split. Some homes sit flat on a concrete slab. Others sit on a raised foundation over a crawl space. Almost none have a basement.

That sounds like a good thing. A basement is the room that floods. No basement, no flood.

Herrera sees it the other way.

"A basement is where the water shows up and tells on itself," he said. "You walk down the stairs and there it is. Here there are no stairs. The water goes under the floor and it just sits there being quiet."

Basements are rare across the region. In the Pacific division, 89.9 percent of new single family homes started in 2024 were built on slabs, according to National Association of Home Builders analysis of U.S. Census Bureau Survey of Construction data. Nationally, 17 percent of new homes had a full or partial basement. Those figures cover new construction rather than Fremont's older housing stock, but the pattern holds locally.

The two foundation types fail differently, and that is where most advice falls apart.

A crawl space home can at least be checked. There is an access hatch. A flashlight and a look inside will show standing water, wet soil, or heavy condensation on the joists.

A slab home offers nothing to open. The pipes run in or under the concrete. There is no hatch and no way to look. The standard advice to go inspect under the house does not apply, because there is no under the house.

"People tell me they checked and everything looked fine," Herrera said. "On a slab there is nothing to check. You are looking at a floor. The floor looks like a floor right up until it does not."

So detection on a slab is indirect. The water bill is usually the first honest signal.

The U.S. Environmental Protection Agency reports that the average household's leaks waste more than 9,300 gallons a year, and that nine percent of homes have leaks wasting 50 gallons or more per day. The agency also suggests a test that costs nothing. Check the water meter, leave the house two hours with no water running, then check it again. If the number moved, something is leaking.

Herrera adds two more for slab homes. Walk the floors barefoot and note any patch that feels warm, which can mean a hot water line leaking underneath. Watch the baseboards along exterior walls for swelling, staining, or paint that starts lifting.

Speed is the whole game. EPA advises drying water damaged areas and items within 24 to 48 hours to prevent mold growth. A leak nobody can see rarely gets found inside two days.

Timing matters too. Bay Area rain usually returns in late October. Herrera would rather look at a quiet problem now than a loud one in November.

"Right now it is a small job," he said. "Wait and it is the same small job plus four months of everything else that got wet. Not everybody needs us. Some people just need somebody to come look and say you are fine."
